    Basic conditions include being at least 65 and having ten years of uninterrupted residence in Croatia immediately before applying.

    Calculate income per household member

    Include prescribed income of every person who lives together and meets expenses together.

  3. 3

    Check other exclusions

    A pension, guaranteed minimum benefit, recognised accommodation, certain maintenance agreements and other circumstances can affect entitlement.

    Submit the application to HZMO

    Submit the completed form to a regional service, post office or pension information centre.

    Report changes

    Report changes in income, household, residence or other circumstances important for entitlement to HZMO.

Important notes

  • From 1 January 2026, the income threshold is EUR 320.44 per month per household member.
  • A pension recipient can obtain the right only after suspending pension payment at their own request.
  • A guaranteed-minimum-benefit recipient must transition from that right under the prescribed procedure.
  • A lifelong or lifetime-care agreement in which the person receives maintenance can exclude entitlement.

Common mistakes

  • Treating a household as only people registered at the same address.
  • Not stating income earned abroad or from property.
  • Delaying the application although entitlement generally starts only on the application date.
  • Not suspending a pension or guaranteed minimum benefit before transitioning to the new right.
