Steps

In person through the City of Zagreb or ZET

  1. 1

Determine the group through which you claim entitlement

The entitlement is not the same for everyone. The City of Zagreb expressly lists people under 18 with Zagreb residence, regular secondary-school students over 18 studying in Zagreb, and certain unemployed people with disabilities. For other groups, check the official City social-care rights list.

  2. 2

Download and complete the appropriate form

A person under 18 submits the City Office form, signed by a parent or legal guardian, at a ZET sales point. A regular secondary-school student over 18 and a person with a disability submit an application to the City Office according to instructions for their group.

  3. 3

Submit the application to the competent body

For pupils under 18, submit the form at a ZET sales point. For regular secondary-school students over 18, the City of Zagreb states submission by email or at district-office registries; for people with disabilities, submit to the City Office following its published instructions.

  4. 4

Wait for the City of Zagreb's decision

The City determines eligible users from the application and required evidence, then sends ZET a list of approved users. Incomplete applications may remain unresolved.

  5. 5

Collect or activate the ZET card or coupon

After approval, ZET issues a card or loads a free coupon onto an existing card. If you have neither a physical nor virtual card, follow ZET's card-creation instructions; some groups can also collect a coupon in the MojZET app.

Procedure cost

The final amount depends on the applicable tariff and circumstances of the individual application.

Important notes

  • Free transport is not a universal right for all pupils, students or people with disabilities; conditions, residence and proof of status depend on the group.
  • The entitlement applies to regular tram and bus routes within the administrative area of the City of Zagreb, with a valid ZET card or coupon.
  • The City of Zagreb determines entitlement and ZET then issues or loads the card; visiting only a ZET sales point is not enough for every group.

Common mistakes

  • Assuming every student has a right to free transport.
  • Going to ZET without a form or before the City of Zagreb has approved entitlement for groups that submit applications to the City.
  • Forgetting that a new physical card requires a photograph and a separate ZET application.
  • Travelling without a valid card or activated coupon after entitlement is approved.
