Prepare documents
Complete Form 1, prepare an identity document and sign a statement of actual residence at the address.

Obtain proof for use of the address
If not owner, obtain consent of all owners or a certified rental contract. The owner can also consent electronically through e-Citizens.

Register the new permanent residence at the police
Submit documents to the police administration or station competent for the new address within 15 days of settling. When changing residence within Croatia, police deregister the old address.

Apply for a new identity card
After changing permanent residence, the existing identity card becomes invalid; apply for a new one within 15 days.

Important notes
- Permanent-residence registration means registering the address where you permanently settled; temporary residence is registered for a temporary stay.
- Registering new permanent residence automatically deregisters the previous residence in Croatia.
- If a property has multiple owners, consent of all co-owners is required.
- Giving false information in a statement may result in a fine of EUR 60 to EUR 660.
- A complete permanent-residence registration or change is not done online; e-Citizens is for the owner’s electronic consent. Complete online registration is available for temporary residence.
- After changing permanent residence, the identity card becomes invalid and you must apply for a new one within 15 days.
Common mistakes
- Confusing permanent with temporary residence and registering the wrong address type.
- Trying to submit the whole application online because the owner gave e-Consent.
- Not obtaining consent of all property co-owners.
- Owner consent or rental contract is not prepared in an acceptable form.
- Not registering within 15 days of settling.
- Not applying for a new identity card after changing permanent residence.
