Steps

In person at the police or a Croatian consulate

  1. 1

Determine whether the departure is permanent or temporary

If you are permanently leaving Croatia, deregister your residence. If you are leaving temporarily for more than one year for work, studies or another time-limited reason, report a temporary departure abroad.

  2. 2

For permanent emigration, deregister your residence before leaving

Submit the deregistration to the police administration or station for your registered residence. If you left without deregistering, contact the Croatian diplomatic mission or consular office in the country where you are staying.

  3. 3

For a temporary departure, report your stay abroad

Report the temporary departure to the Ministry before leaving or, if already abroad, to the Croatian diplomatic mission or consular office. Provide evidence supporting the reason for the temporary departure when requested by the competent authority.

  4. 4

Handle your identity card according to the chosen route

When deregistering residence, the identity card is cancelled. When reporting a temporary departure, you retain registered residence and entitlement to an identity card.

  5. 5

Renew the report if the temporary departure continues

Renew a temporary departure reported for more than one year after five years, and then every three years if it continues.

Important notes

  • Working or studying abroad does not automatically mean you must deregister residence; whether the departure is permanent or temporary is decisive.
  • Deregistering residence does not decide tax residence, health insurance or foreign income. Check those topics separately with the competent authorities.
  • If you permanently emigrate, your identity card is cancelled when you deregister.
  • This guide is for Croatian citizens; foreign nationals have different residence-registration rules.

Common mistakes

  • Confusing temporary work abroad with permanent emigration.
  • Not deregistering residence before permanent departure, then not contacting a Croatian consulate.
  • Forgetting to renew the temporary-departure report after five years and then every three years.
  • Confusing the Ministry’s residence record with tax or health-insurance status.
