How to apply

This procedure has one application method.

Steps

Electronically through ePermit

  1. 1

Check whether you need a location permit

A location permit is issued for statutory, complex or phased interventions, and also for construction when the party requests it. For simpler projects, a building permit without a prior location permit may suffice; check the spatial plan and competent act before design.

  2. 2

    Prepare the conceptual design

Engage an authorised architect and, according to the intervention type, authorised engineers. The conceptual design must comply with the spatial plan, special regulations and coordinated disciplines.

  3. 3

    Prepare mandatory electronic attachments

Along with the conceptual design, prepare the summary, GML record where needed, environmental decisions and other attachments that depend on the intervention type. Do not attach proof of legal interest unless the Act expressly requires it for that type.

  4. 4

    Submit the application through ePermit

In ePermit, select the location-permit application, upload the prescribed attachments and submit it electronically to the competent authority.

  5. 5

Follow special conditions and parties’ file inspection

The competent authority obtains special conditions and connection conditions through ePermit where prescribed. Before issue, parties must be allowed to inspect the file and make submissions.

  6. 6

Plan the next permit in time

For most interventions, a location permit expires if, within four years of becoming final, no building-permit application is submitted for at least one phase or stage, or the intervention requiring no construction act is not started. For a permit issued by the Ministry, the period is six years.

Important notes

  • Location information is not a location permit: it introduces the spatial plan, but does not authorise starting an intervention or preparing designs prescribed by law.
  • A location permit is not a building permit and does not by itself authorise starting works that require a building permit.
  • An application with incomplete documentation can halt the procedure before special conditions are obtained.
  • Where proof of legal interest is required, a location permit does not replace resolving ownership and other real-property relations.

Common mistakes

  • Confusing location information with construction permission.
  • The conceptual design is not aligned with the spatial plan or special regulations.
  • A GML coordinate record is missing where the building parcel or intervention area is determined.
  • Waiting too long after the permit becomes final before seeking a building permit.
